The Seasonal Myth: How India Mistook a Structural Crisis for a Winter Emergency
Every winter, India behaves as though air pollution has returned.
News channels begin displaying alarming Air Quality Index readings.
Governments announce emergency restrictions.
Schools prepare for closures.
Courts demand urgent action.
Citizens begin checking pollution apps before stepping outside.
And then, almost as predictably as it arrived, the crisis appears to disappear. Winter ends, the skies become clearer, headlines move elsewhere and public attention fades. The following year, the cycle repeats.
This rhythm has become so familiar that it feels almost natural. We have gradually accepted the idea that air pollution is fundamentally a winter problem—an annual emergency triggered by falling temperatures, crop residue burning and stagnant winds.
But what if that story is wrong?
What if winter does not create India’s pollution crisis at all, but merely reveals one that already exists?
If pollution is not a seasonal emergency but a permanent condition, then many of the assumptions shaping India’s environmental governance begin to look surprisingly fragile.
The issue is no longer a few difficult weeks every year. It becomes a question of how an entire country has learned to misunderstand one of its most persistent public health challenges.
The Story India Has Been Telling Itself
Every society develops simple stories to explain complex problems.
India’s story about air pollution is straightforward. Winter arrives, farmers burn crop residue, smoke spreads across northern India, air quality deteriorates and governments respond with emergency measures. When winter ends, the pollution crisis appears to end as well.
This narrative is appealing because it offers something every policymaker and every citizen wants—a clearly identifiable beginning, a visible culprit and the comforting belief that the crisis is temporary. If pollution begins with winter, then waiting for winter to end appears almost like a solution.
The governance philosophy that follows is equally predictable. A temporary problem appears to justify temporary interventions, temporary restrictions and temporary concern. Emergency action becomes the natural response because the problem itself is imagined as an emergency.
This way of thinking did not emerge accidentally.
Over time, India’s pollution response increasingly became centred on the most visible forms of smoke. At different moments, public debate focused intensely on firecrackers during festivals and later on stubble burning during winter. Although these appeared to be different campaigns, they rested on the same assumption—that visible smoke represented the heart of India’s pollution problem.
A deeper pattern was quietly emerging. Visible pollution became political pollution because smoke could be photographed, televised and blamed, while invisible pollutants rarely produced dramatic images despite often imposing an even greater health burden. Over time, environmental governance itself began favouring what was easiest to see rather than what was most important to govern.
Far less attention was devoted to the emissions that never arrive dramatically because they never leave. Traffic, industries, road dust and urban construction continue producing emissions every day. Unlike farm fires, these sources produce no single dramatic moment that demands national attention. Instead, they create something much more dangerous—a permanent background of pollution that gradually disappears into normality.
Once governance begins focusing on visible episodes rather than continuous emissions, institutions stop asking, “How do we reduce emissions throughout the year?” and begin asking, “How do we manage the next pollution emergency?” That subtle shift quietly transforms environmental governance itself. The objective is no longer to govern pollution, but to manage it only when it becomes impossible to ignore.
The Evidence Tells a Very Different Story
The difficulty with the seasonal story is not that farm fires contribute nothing.
They do.
The difficulty is that the story mistakes an amplifier for the cause.
If winter truly created India’s pollution crisis, the air should remain largely healthy during the rest of the year.
Instead, the evidence points in the opposite direction.
Nearly 60 percent of Indian districts exceed National Ambient Air Quality Standards throughout the year, including months completely untouched by winter crop burning. Pollution does not disappear simply because the season changes. It remains embedded in the country’s everyday economic and urban activity.
Delhi provides another revealing example.
Between April and May 2026, daily PM10 concentrations exceeded national standards for 54 days.
These were not winter months.
The pollution surge was driven by summer dust and ozone rather than agricultural fires.
If severe pollution can emerge during peak summer, then winter cannot logically be the origin of the problem.
It is only one expression of it.
Even during winter itself, the numbers challenge popular assumptions.
During much of October and November 2025, farm fires contributed less than five percent of Delhi’s PM2.5 pollution, reaching around 22 percent only during peak burning periods.
The remaining pollution came from sources that continued operating regardless of the agricultural calendar.
Transport alone contributed around 23 percent of PM2.5.
Road dust accounted for approximately 41 percent of PM10.
Unlike crop burning, these are not seasonal activities but permanent features of modern urban life. Much of the responsibility for controlling road dust ultimately falls upon municipal governments. Yet even where funds are allocated for mechanical road sweeping and dust suppression, implementation often remains inconsistent, illustrating how governance failures frequently occur at the local level rather than only at the national one.
The same pattern appears outside Delhi.
When Byrnihat in Assam emerged as the world’s most polluted city, it exposed another weakness in the seasonal narrative.
A town far removed from the annual discussion surrounding Punjab, Haryana and Delhi had become one of the clearest reminders that India’s pollution challenge cannot be reduced to a winter story centred on a handful of northern states.
Viewed together, these examples point towards a very different conclusion.
India does not become polluted during winter.
India remains polluted throughout the year.
Winter simply makes that pollution more visible.
Winter Is Not the Disease. It Is the Diagnosis
Imagine walking into a dark room.
The floor is covered with dust.
But because the room is poorly lit, the dust remains invisible.
The next morning, sunlight enters through the window.
Suddenly the room appears dirty.
Did the sunlight create the dust?
Of course not.
It merely revealed what had been there all along.
Winter performs a remarkably similar role in India’s atmosphere.
Lower temperatures, weaker vertical mixing and changing wind conditions trap pollutants closer to the ground instead of allowing them to disperse.
The atmosphere becomes less capable of hiding emissions that have been accumulating every day through transport, industries, construction and countless other activities.
The seasonal spike therefore tells us more about atmospheric conditions than about the origins of pollution itself.
The emissions already exist.
Winter merely exposes them.
That distinction reveals another weakness in the seasonal narrative.
Ironically, the pollutants that dominate public debate are often not the pollutants that impose the greatest public health burden. Many of the most harmful pollutants are formed through atmospheric chemical reactions rather than the visible smoke that attracts political attention.

These measures may reduce exposure during the worst episodes, but they also reveal something deeper about the philosophy guiding environmental governance.
The system has increasingly been organised to respond after pollution becomes dangerous rather than continuously preventing it from becoming dangerous in the first place.
The seasonal myth did not merely influence public opinion.
It quietly reshaped the behaviour of institutions themselves.
For years, environmental governance became centred on managing episodes instead of governing emissions.
The objective shifted from building cleaner cities to surviving another winter.
That is why the same emergency keeps returning.
The emergency is recurring because the system producing it never stopped.
How Institutions Learned to Think Seasonally
Perhaps the clearest illustration of this transformation is the Commission for Air Quality Management (CAQM).
The Commission was created to overcome one of India’s biggest environmental challenges—fragmented governance across the Indo-Gangetic Plain. Air pollution does not recognise state boundaries. Yet governments do. Different cities, districts and states often pursue different priorities even though they breathe the same air.
The Commission was meant to coordinate this fragmented landscape.
But the seasonal myth quietly changed how such an institution came to be judged.
Instead of asking,
“Has pollution become structurally lower this year?”
public attention increasingly focused on another question.
“How well was this winter managed?”
An institution intended for continuous coordination gradually became associated with seasonal crisis management.
The difference may appear semantic.
It is actually institutional.
One philosophy asks institutions to reduce emissions every day.
The other asks them to respond efficiently when emissions become impossible to ignore.
The distinction explains why environmental governance often appears busiest precisely when it has already failed.
Success becomes measured by the speed of emergency response rather than the permanence of pollution reduction.
The Supreme Court’s criticism of the Commission for Air Quality Management in 2024 for failing to identify definite causes of pollution reflected growing judicial discomfort with explanations rooted primarily in seasonal emergencies.
The institution itself begins adapting to the story society tells about the problem.
When Measuring the Wrong Thing Creates the Illusion of Success
The consequences of the seasonal myth become even clearer when we examine how environmental success is measured.
In 2025, the Union Environment Ministry announced that fire incidents had fallen by around 90 percent compared to 2022.
At first glance, the numbers suggested an extraordinary policy success.
Yet independent researchers analysing burnt area through multi-satellite imagery reached a very different conclusion.
Their estimate suggested that the actual reduction was much closer to 30 percent.
How could two measurements examining the same phenomenon produce such different conclusions?
Because many farmers had reportedly shifted crop-residue burning to the evening.
The polar-orbiting satellites commonly used for fire detection pass over India only during a limited daytime window.
Fewer daytime detections therefore did not necessarily mean proportionately fewer fires.
It meant that reality had become harder to observe using the chosen metric.
In many ways, this became the defining blind spot of India’s pollution governance. For years, policymakers judged success through satellites that looked for fires during a narrow daytime window. As farmers adapted their behaviour, the measurement remained unchanged. The result was not simply imperfect data—it was an institutional blind spot in which improving statistics increasingly diverged from environmental reality.
The lesson extends far beyond agriculture.
Environmental governance depends not only on collecting data but on asking whether the chosen indicator still measures reality.
When policymakers continue relying on metrics that no longer capture the phenomenon they intend to govern, improvements in statistics can begin masking the persistence of the underlying problem.
This is why independent research organisations such as CREA and the Centre for Science and Environment (CSE) perform an important institutional role.
Their value lies not simply in producing alternative datasets.
It lies in testing whether official measurements still deserve public confidence.
Healthy institutions do not fear independent verification.
They depend upon it.
Why Trust in Data Matters as Much as Data Itself
The same principle applies to pollution monitoring across the country.
Institutions such as the Central Pollution Control Board (CPCB) provide the official measurements on which governments build policy.
Those numbers influence public health advisories, administrative decisions and long-term environmental planning.
But environmental governance ultimately depends on more than measurements.
It depends on trust.
Questions over where monitoring stations are located, alongside debates about pollution indicators and methodology, remind us that confidence in institutions ultimately depends upon confidence in how they measure reality.
When citizens begin doubting the measurement, they gradually begin doubting the policy built upon it.
That is why the fire-count debate is not merely about satellites or agriculture.
It is about institutional credibility.
A government can correct a pollution statistic.
Rebuilding public trust is far more difficult.
Perhaps that is why continued dependence on imperfect indicators poses a larger risk than simply producing inaccurate numbers.
It risks convincing citizens that environmental success is being declared before environmental reality has actually changed.
The deeper question therefore is no longer whether India has enough institutions to govern pollution.
It is whether those institutions have been built around the right understanding of the problem.
And once that question is asked, the discussion naturally moves beyond measurement and administration to something even more fundamental.
If pollution is permanent rather than seasonal, what does the Constitution require from the State?
From Environmental Management to Constitutional Responsibility
Once pollution is understood as a year-round condition rather than a seasonal emergency, the debate changes fundamentally.
It is no longer simply about improving environmental policy.
It becomes a question of constitutional responsibility.
The Constitution does not recognise seasonal rights.
The right to life does not become active only during winter.
Nor can the responsibility to protect that right disappear when summer arrives.
The Supreme Court has repeatedly interpreted Article 21 to include the Right to Clean Air. That interpretation carries an important implication. If exposure to polluted air is permanent, then the State’s constitutional obligation must also be permanent.
A right that exists throughout the year cannot be protected by institutions that become active only for a few weeks each winter.

This doctrine places the State in the position of a trustee rather than an owner of natural resources.
A trustee cannot protect rivers only during floods.
It cannot protect forests only during wildfire season.

If pollution is permanent, the duty to protect citizens from it must also become permanent.

Its implications are profound.
Education, healthcare and housing may differ between citizens.
Income certainly does.
But every citizen breathes the same atmosphere.
Or at least, that is how it should be.
When access to cleaner air increasingly depends upon purchasing expensive air purifiers, living in less polluted neighbourhoods or insulating oneself from hazardous environments, clean air quietly transforms from a universal public good into a private privilege.
That transformation should concern every constitutional democracy.
Because equality before the law means very little if citizens begin life breathing fundamentally unequal air.
Seen from this perspective, the debate is no longer simply about reducing pollution levels.
It is about deciding whether clean air remains a constitutional guarantee or gradually becomes another commodity available mainly to those who can afford protection.
The seasonal myth obscures this question.
It encourages society to believe that inequality itself is temporary.
But inequality created by year-round pollution cannot be addressed through seasonal responses.
Only permanent governance can protect a permanent right.
Why the Future Belongs to Airshed Governance
If pollution ignores political boundaries, why do governments continue governing it through administrative ones?
That question lies at the heart of the next transformation in India’s environmental thinking.
Cities possess municipal boundaries.
States possess constitutional boundaries.
Pollution recognises neither.
Air continuously moves across districts, states and sometimes even national borders.
Yet institutions frequently continue preparing separate city plans, separate state strategies and separate emergency responses.
The atmosphere does not experience these divisions.
Only governments do.
The policy conversation itself is also beginning to evolve. Instead of relying primarily on Air Quality Index readings that describe pollution after it has already occurred, policymakers are increasingly exploring AI-enabled forecasting systems that predict dangerous exposure before pollution peaks. The shift is subtle but significant: from measuring yesterday’s air quality to governing tomorrow’s.
This is why treating pollution as a city-specific or state-specific problem repeatedly produces disappointing outcomes.
One jurisdiction may reduce emissions while neighbouring regions continue producing them.
The atmosphere simply redistributes the burden.
The dossier therefore points towards an emerging principle that may fundamentally reshape environmental governance.
The airshed, rather than the city, is becoming the primary unit of governance.
An airshed recognises the atmosphere as one connected system.
Instead of asking,
“How can this city reduce pollution?”
the more meaningful question becomes,
“How can every institution sharing the same atmosphere govern emissions together?”
This is more than an administrative reform.
It represents a different philosophy of governance.
The seasonal myth encouraged governments to think in terms of emergencies.
Airshed governance asks them to think in terms of systems.
One reacts.
The other governs.
The Story That Changed the Institutions
Perhaps the greatest success of the seasonal myth was never convincing people that pollution arrived every winter.
Its greater success was convincing institutions to organise themselves around that belief.
Once pollution became understood as a seasonal emergency, emergency governance began to appear sufficient.
Annual restrictions became progress.
Winter action plans became environmental policy.
Temporary interventions gradually substituted for permanent institutional reform.
Over time, the myth became self-reinforcing.
Every winter confirmed the need for another emergency.
Every summer appeared to confirm that the crisis had passed.
Meanwhile, the structural emissions that had never stopped continued accumulating quietly in the background.
The problem therefore was never simply that India misunderstood pollution.
It was that institutions began behaving according to that misunderstanding.
Correcting emissions is undoubtedly difficult.
Correcting institutional thinking may prove even harder.
Because institutions rarely govern reality.
They govern the stories societies believe about reality.
Every generation inherits a different governing challenge.
Some inherit famine.
Others inherit financial instability.
Others inherit geopolitical conflict.
India’s generation is increasingly inheriting the challenge of governing invisible systems.
Air pollution is one of them.
For years, the country has searched for the causes of each winter’s smog.
That search has undoubtedly produced important insights.
But it has also encouraged a larger misunderstanding.
It has encouraged the belief that pollution arrives with winter and departs with spring.
The evidence suggests something far more unsettling.
Winter does not create India’s pollution.
It merely reveals the emissions that modern life has already placed into the atmosphere.
Once that distinction is understood, almost every other debate begins to change.
The question is no longer how India should manage the next winter emergency.
It is whether the country is prepared to replace institutions built for reacting to seasons with institutions capable of governing permanent systems.
Because every society is ultimately governed by the stories it tells itself about its problems.
For years, India has told itself that air pollution is a seasonal emergency.
That story shaped its policies.
It shaped its institutions.
It shaped the standards by which governments judged success.
Every winter, India waits for pollution to arrive.
Perhaps the greater challenge is recognising that it never truly left.
The transition to cleaner air will not begin when the next winter brings clearer skies. It will begin when India stops governing pollution as a season and starts governing it as a permanent consequence of modern development.
