Every winter, India appears to fight the same battle.

The Air Quality Index enters the “Severe” category. Schools close, construction activity stops, emergency meetings begin and television debates return to familiar questions. Are farm fires responsible? Should firecrackers be banned? Is the Odd-Even scheme enough?

When winter passes, the emergency fades. Restrictions are lifted, public attention shifts elsewhere and the pollution debate quietly disappears—until the following winter.

Over time, this cycle has shaped India’s understanding of air pollution. The crisis has largely been viewed as a seasonal event: one that emerges during winter, demands emergency intervention and gradually subsides with changing weather.

But the evidence increasingly challenges that assumption.

Nearly 60% of Indian districts now experience unhealthy air throughout the year, not merely during winter. Even between April and May 2026, Delhi exceeded national PM10 standards for 54 days, despite the absence of stubble burning.

Similarly, source-apportionment studies during the 2025 winter found that farm fires contributed less than 5% of Delhi’s pollution during most of October and November, becoming a major contributor only during the peak burning period. For much of the year, transport, industries, construction activity and road dust remain the dominant sources of pollution.

These findings do not suggest that winter or crop residue burning are unimportant.

They suggest that they have often been mistaken for the problem itself.

Winter did not create India’s air pollution crisis. It simply exposed a year-round problem that had become most visible during winter.

Yet they share one underlying assumption.

That pollution is fundamentally an episodic crisis.

Increasingly, however, the evidence suggests that India’s challenge is not episodic at all.

The country has largely built institutions to manage pollution episodes, while the emerging challenge is to govern a permanently polluted atmosphere.
