When India’s School Network No Longer Fits Its Children

For decades, the problem in Indian school education was largely a problem of reach.

If a child lived in a village, the first requirement was straightforward: there had to be a school close enough for that child to attend.

That logic produced a highly dispersed network of schools. A small school could make sense even when only a few children attended it because the alternative might have been no school at all.

But the circumstances around that network are changing.

Some schools now serve very small cohorts. At the same time, the expectations placed on schools have increased. Education is no longer only about providing a classroom and a teacher. Particularly at the secondary level, a school is expected to offer several subjects, specialist teachers, laboratories, technology, sports, counselling and, increasingly, vocational options.

This creates a new policy problem.

The question is no longer simply where a school should exist. It is whether the network of schools is capable of providing the education that children are now expected to receive.

That does not imply that small schools should simply disappear. Nor does it imply that larger schools are automatically better.

The challenge is to work out where proximity must be preserved and where resources need to be brought together.

The problem becomes visible when a school has too few people to do too many jobs

School size matters because teachers and facilities cannot always be divided indefinitely.

UDISE 2024-25 data cited in the education analysis indicate that about 5.6 lakh schools have fewer than 50 students. More than one lakh are single-teacher schools, serving around 33 lakh students.

A small school can remain perfectly valuable for a young child who would otherwise have to travel a considerable distance.

But the requirements change as students advance.

A secondary institution cannot provide mathematics, science, languages and social sciences simply by adding another grade to the timetable. It needs teachers with different subject expertise. Practical subjects require appropriate facilities. Students increasingly need access to technology, counselling, sports and different academic or vocational pathways.

The difficulty is therefore not simply that some schools have few students.

It is that a very small institution may be asked to provide a range of services that are difficult to sustain at that scale.

This is particularly important because the consequences are uneven.

A child attending a small school may technically have access to education while having access to a much narrower set of educational opportunities than a child attending a better-resourced institution.

That distinction becomes more consequential with every grade.

Secondary schooling exposes the mismatch most clearly

The problem becomes harder once schooling moves beyond the elementary years.

According to the UDISE 2024-25 figures cited in the education analysis, around 40% of government secondary schools have fewer than 100 students across Classes 9–12. Only about 19% of schools have functional ICT laboratories, around 51% have integrated science laboratories, roughly 10% offer higher-secondary classes, and about 6% provide vocational education.

These numbers should not be read as evidence that every small school is inadequate.

They reveal something more specific: the breadth of education expected from a school increasingly requires institutional capacity that cannot always be created in very small units.

A school serving several grades with very few students may struggle to justify a full range of subject teachers. A secondary school with a small cohort may find it difficult to sustain specialised facilities. A school without enough scale may also find it harder to provide the wider environment through which adolescents explore subjects, careers and different forms of learning.

This is why the school-network question cannot be reduced to the number of buildings.

The real issue is what those buildings are collectively capable of providing.

The arithmetic of enrolment needs to be treated cautiously

There is another change that complicates the picture: the number of students in many schools is falling.

Government data show that the number of government schools declined from 10.32 lakh in 2019-20 to 10.13 lakh in 2024-25. Meanwhile, government schools with fewer than ten or zero students increased from 52,300 in 2022-23 to more than 65,000 in 2024-25.

It would be tempting to treat these numbers as evidence of a straightforward demographic collapse.

That would go too far.

UDISE+ changed its data-collection methodology, including the move towards individual student-level identification from 2022-23. The Ministry of Education has therefore cautioned that the newer figures are not strictly comparable with earlier years.

Enrolment can also change because of migration, parental preferences, administrative restructuring and other factors.

The important conclusion is consequently narrower.

India’s school network is dealing with a changing distribution of students, and policy can no longer assume that the institutional map created for an earlier generation will remain optimal indefinitely.

That is a planning problem before it is a closure problem.

The choice is not between keeping every school and closing every small school

Once this is recognised, consolidation becomes easier to understand.

Suppose several schools in a relatively compact area each have very small enrolments. Maintaining all of them preserves local access, but may leave teachers and facilities spread too thinly.

Bringing some students together can create an institution with enough enrolment to support more teachers, better facilities and a wider curriculum.

The potential gain is therefore not merely financial.

It is the possibility of concentrating educational capability where fragmentation has made it difficult to provide.

But that argument has an obvious limit.

If the larger institution is too far away, the children who are supposed to benefit from its better facilities may find it harder to attend.

That means consolidation should not be judged simply by the number of schools that disappear from the administrative record.

The relevant question is what happens to the child after the change.

Distance can undo the gains from consolidation

Evidence from school rationalisation makes this trade-off particularly clear.

Reports on Jammu and Kashmir’s rationalisation programme documented children travelling roughly 4–6 km a day to reach functioning schools. The same source material records substantial school closures or mergers under rationalisation.

The significance is not that every consolidation programme produces this outcome.

It is that educational capacity and physical accessibility can move in opposite directions.

A larger school may have better teachers and facilities. But if reaching it requires a journey that a child cannot reliably make, the additional capacity exists on paper rather than in practice.

This is why transport cannot be treated as an afterthought.

If policymakers decide that some educational functions need to be concentrated, the cost of reaching those functions has to be part of the design from the beginning.

For a family with private transport, distance may be inconvenient.

For a child who walks to school, it can determine whether schooling continues at all.

What should remain local, and what should be concentrated?

This is where a single national formula becomes difficult.

India contains densely populated settlements, sparsely populated rural areas, mountains, forests and geographically dispersed communities. The appropriate arrangement for one district may be unsuitable for another.

The answer therefore cannot be based on a fixed definition of the “ideal” school.

Instead, policymakers need to think about clusters of schools and the roles each institution plays within them.

A local primary school may remain necessary because young children should not have to travel far.

A larger institution could then provide middle or secondary education when greater subject specialisation becomes necessary.

Some facilities may need to be shared rather than duplicated everywhere.

Teachers could be deployed across the network according to actual demand.

Transport could connect smaller settlements to institutions that provide the next stage of education.

The important shift is from asking what every individual school must contain to asking how the entire local network can provide the complete educational pathway.

That is a different way of planning.

India is already testing different versions of this idea

Several States have experimented with larger or upgraded institutions.

Rajasthan has developed Adarsh Schools at the Gram Panchayat level. Uttar Pradesh has approved Model Composite Schools extending across Classes 1–12. Madhya Pradesh has experimented with consolidation under the SATH-E programme, while its CM RISE initiative has sought to create larger schools serving clusters of villages. Other States have also explored forms of school integration and upgrading.

These examples should not be treated as evidence that one model has already been proven nationally.

They are useful for a different reason.

They show that governments are beginning to experiment with the question of how much educational capacity can realistically be sustained at different scales.

The lesson is not “bigger schools work.”

The lesson is that the size and organisation of an institution affect what it can realistically offer.

That is the question India needs to investigate more systematically.

China offers a useful comparison, not a template

The contrast with China makes the scale issue easier to see.

The education source describes Class 1–9 schools in China serving around 1,200 students, with K–12 schools averaging about 2,800, compared with an average Indian government K–8 school of roughly 150 students. Chinese schools can consequently support specialist teachers, laboratories, support staff, sports, counselling and other facilities at a scale that is difficult to reproduce across thousands of very small campuses.

But China cannot simply become India’s blueprint.

India’s geography and settlement patterns are fundamentally different. A large school may be practical in one region and completely impractical in another.

The value of the comparison lies elsewhere.

It demonstrates that institutional scale changes the range of educational functions that can be supported.

India therefore needs to determine where additional scale produces meaningful educational gains and where preserving proximity matters more.

The danger is turning rationalisation into an accounting exercise

This is where school restructuring can go wrong.

If the objective is simply to reduce the number of schools, the reform can be judged successful when buildings are closed and administrative costs fall.

But education is not delivered through buildings alone.

A restructuring exercise should be judged by what happens to:

  • teacher availability;
  • subject coverage;
  • student attendance;
  • transition between grades;
  • retention;
  • laboratory and ICT access;
  • learning outcomes;
  • travel time; and
  • participation of children who are most vulnerable to dropping out.

A smaller number of schools can be a positive outcome if the remaining institutions genuinely become stronger and children can reach them reliably.

It can be a negative outcome if resources are concentrated but attendance falls because the new schools are inaccessible.

The objective is not to make the school map smaller. It is to make the educational system work better.

The right unit of planning is the network

This suggests a more useful way of thinking about India’s next school reform.

Instead of asking whether a particular school should remain open, policymakers should first examine the entire network serving that population.

How many children are there?

How far apart are settlements?

Which grades are offered locally?

Where are teachers available?

Which subjects cannot currently be provided?

Which facilities are missing?

How long would students have to travel if schools were reorganised?

Which children would be most affected?

What transport would be required?

And, crucially, does the proposed arrangement improve what children actually receive?

These questions turn consolidation from a cost-cutting exercise into an education-planning exercise.

They also make it possible to combine two objectives that are often presented as opposites:

local access for younger children and sufficient scale for richer educational provision at higher levels.

What successful restructuring would require

Four principles follow from this.

First, teacher deployment has to change with the network. Concentrating students without concentrating teaching capacity does not solve the underlying problem.

Second, transport has to be designed alongside school restructuring. A school that is educationally stronger but practically unreachable does not represent an improvement for the child who cannot attend it.

Third, decisions have to reflect local geography and demography. A national template cannot determine the right arrangement for every settlement.

Fourth, outcomes have to determine whether restructuring succeeded. Administrative savings are useful, but they are not the final measure. The test is whether students receive broader and better education without losing the ability to reach school.

These conditions also explain why consultation matters. Teachers, parents and local communities understand practical barriers that may not appear in administrative data. A school network is ultimately used by people, not spreadsheets.

India is moving from school expansion to school architecture

India’s first major schooling challenge was to establish reach.

The next one is more complicated.

The country has to decide how a large and geographically diverse school system can provide enough institutional capacity without undoing the accessibility that mass schooling was built to achieve.

That requires accepting two truths at the same time.

A school that is close to a child is valuable.

But a school that cannot provide the teachers, subjects and facilities the child needs may not be enough.

Conversely, a larger and better-equipped school can offer more opportunities.

But if the journey to that school becomes prohibitive, the improvement can remain out of reach.

The answer is therefore unlikely to be either extreme.

India does not need every school to become large. Nor can it assume that every existing school must remain unchanged.

It needs a network in which proximity is protected where it matters most and educational capacity is concentrated where greater scale makes a meaningful difference.

That is the real transition underway.

The next generation of school reform will not be defined simply by how many schools India has.

It will be defined by whether the schools, taken together, form a network through which a child can enter, continue, progress and receive the breadth of education that each stage of schooling requires.
