Why Delhi Cannot Solve Delhi’s Air Pollution: The Governance Gap Behind India’s Toxic Air

Every winter, Delhi follows a familiar script.

Schools shift online. Construction activity is halted. Trucks are diverted. Diesel generators are restricted. Emergency meetings are convened, and the Graded Response Action Plan (GRAP) springs into action.

For a few days, the government appears to be fighting a war against pollution.

Yet, as winter returns the following year, the same crisis returns with it.

This raises an uncomfortable question. If governments have created specialised institutions, courts have repeatedly intervened, billions of rupees have been allocated, and emergency plans are activated almost every year, why does Delhi continue to choke?

The common answer is that governments are simply not doing enough.

But the deeper answer is far more unsettling.

Delhi’s pollution persists not merely because of weak implementation, but because India is trying to solve an atmospheric problem using political boundaries.

That mismatch lies at the heart of one of the biggest governance failures in modern environmental policy.


The Boundary Paradox

Imagine being asked to stop a flood flowing through your house while being allowed to repair only one room.

No matter how efficiently you work inside that room, water will continue entering from every other direction.

Delhi faces a remarkably similar challenge.

The Delhi government can regulate vehicles registered within the city. It can control construction activities, enforce dust mitigation measures, improve waste management, and strengthen local public transport. These are all important responsibilities.

But Delhi has no authority over agricultural burning in neighbouring states. It cannot regulate industries outside its borders, determine the operation of thermal power plants hundreds of kilometres away, or control emissions carried by regional wind patterns.

In other words, Delhi governs Delhi.

It does not govern the air that eventually reaches Delhi.

This distinction is easy to overlook because we instinctively understand the world through political maps.

Every government department, municipal corporation, police jurisdiction, and administrative agency operates within clearly defined territorial boundaries. We instinctively assume environmental problems behave in the same way.

Nature, however, follows a different map altogether.


When Nature Refuses to Follow Political Maps

Think of India through two completely different maps.

The first is the political map we all recognise—divided into Punjab, Haryana, Delhi and Uttar Pradesh, each with its own government, laws and administrative boundaries.

Now imagine another map layered over the first.

There are no state borders.

No district boundaries.

No municipal limits.

Only one connected basin of air through which pollutants continuously move.

The first map explains how governments are organised.

The second explains how pollution actually behaves.

Governments are organised according to the first map.

Pollution follows the second.

Delhi’s air pollution exists because these two maps do not coincide.

Political boundaries exist because governments need administrative clarity.

Imagine smoke rising from a thermal power plant hundreds of kilometres away.

Does it stop when it reaches a state boundary?

Does the wind check whether it has entered Delhi before carrying it further?

Of course not.

Air has no understanding of political geography. It moves according to wind patterns, temperature and atmospheric circulation.

Scientists describe this interconnected atmospheric region as an airshed—a geographical region within which pollutants circulate, mix and accumulate as part of the same atmospheric process.

For northern India, this means Delhi is not breathing air produced exclusively within Delhi.

It shares an interconnected airshed with much of the Indo-Gangetic Plain, where emissions from transport, industries, thermal power generation, agricultural burning and urban activities combine into one regional pollution system. The dossier further notes that this shared atmospheric system extends beyond India’s borders, making Delhi’s air quality partly dependent on emissions originating elsewhere in South Asia.

This changes the question entirely.

Instead of asking,

“How can Delhi clean Delhi’s air?”

we must ask,

“Who governs the entire airshed that Delhi depends upon?”

The difference between these two questions explains why decades of policy interventions have produced only limited success.


The Governance Gap

Once Delhi’s pollution is understood as part of a shared atmospheric system, a much harder question emerges.

If the air flows across everyone, who is actually responsible for keeping it clean?

The answer is surprisingly unclear.

Environmental governance in India is distributed across multiple layers of government.

The Union government frames national policy.

State governments implement many environmental regulations.

Municipal bodies manage local waste, roads and dust control.

The Central Pollution Control Board develops standards and monitoring systems, while State Pollution Control Boards oversee implementation.

Alongside them operate specialised institutions like the Commission for Air Quality Management (CAQM), development authorities, public works departments, highway agencies and traffic enforcement authorities.

In Delhi alone, responsibility is spread across at least eighteen different agencies.

Every institution performs an important function.

Yet none possesses the authority to govern the entire atmospheric system.

Road dust may be controlled by one agency.

Construction by another.

Industrial emissions by a third.

Agricultural burning by state governments.

Regional transport by yet another authority.

Each organisation can legitimately argue that much of the problem lies outside its jurisdiction.

The challenge is not the absence of institutions.

It is the absence of one institution responsible for the final environmental outcome.

As authority becomes fragmented, accountability fragments with it.

When everyone owns part of the problem, no one fully owns the result.

But fragmented responsibility creates another challenge.

If fragmented governance weakens accountability, why do governments continue relying on emergency measures every winter instead of building institutions capable of managing pollution throughout the year?

The annual return of emergency measures creates an illusion of decisive governance.

Every winter, restrictions become stricter. New directives are issued. Meetings become more frequent. Enforcement intensifies. The visible machinery of government swings into action.

Yet the very need to repeat this exercise every year suggests that something more fundamental remains unresolved.

The problem is not that emergency measures are unnecessary.

The problem is that emergency governance has gradually become a substitute for structural governance.


Managing the Emergency Instead of the System

India’s most visible response to severe air pollution is the Graded Response Action Plan (GRAP).

Its purpose is straightforward. As pollution levels worsen, progressively stricter restrictions are imposed to reduce immediate exposure and prevent the situation from spiralling further.

As an emergency protocol, GRAP serves an important function.

But emergency protocols are designed to manage crises after they emerge.

They are not designed to eliminate the conditions that repeatedly produce those crises.

Treating air pollution primarily as a seasonal emergency encourages bursts of administrative activity during winter while allowing the underlying drivers of pollution to persist throughout the rest of the year. The result is a cycle of reaction rather than prevention. As the dossier notes, this approach has encouraged only temporary bursts of action, whereas managing pollution requires treating the airshed as the primary unit of governance.

This distinction is crucial.

A government can become increasingly efficient at responding to pollution emergencies while making little progress in reducing the baseline pollution that creates those emergencies in the first place.

The annual cycle itself becomes evidence that the system is managing symptoms more effectively than causes.


The Problem Is Not Always a Lack of Resources

Whenever governance failures are discussed, the first explanation is usually inadequate funding.

Air pollution presents a more complicated picture.

Under the National Clean Air Programme (NCAP), substantial financial resources have already been allocated for interventions such as dust mitigation. Around ₹19,711 crore has been earmarked for these efforts. Yet mechanical road sweeping fleets—considered an important tool for controlling road dust during periods of high pollution—have remained underutilised even during peak pollution months.

This finding challenges another common assumption.

Money alone cannot solve a governance problem.

Policies require institutions capable of translating financial allocations into sustained administrative action.

The same pattern appears elsewhere.

Although the NCAP focuses on 131 cities, only about 12% of India’s nearly 4,000 census towns are covered by any air-quality monitoring mechanism. Large parts of the country therefore continue to operate with limited information about the pollution they generate or experience.

Infrastructure gaps reinforce the same story. Delhi still falls short of the public bus fleet envisioned decades ago, while road dust continues to account for a significant share of particulate pollution despite the availability of mitigation technologies.

These examples point towards a deeper administrative reality.

The constraint is often not the absence of money or technology.

It is the absence of coordinated institutional intent.


Can One Commission Solve a Regional Problem?

Recognising that fragmented governance was itself becoming part of the problem, the Union government established the Commission for Air Quality Management (CAQM) as a statutory body to coordinate air-pollution policy across the National Capital Region and adjoining states. It represented a significant institutional shift away from the earlier, more localised approach.

The idea was both simple and ambitious.

If pollution ignores state boundaries, governance should become regional as well.

Yet creating a coordinating institution is not the same as creating coordinated governance.

The Commission soon encountered the same challenge it had been created to solve.

During one critical pollution period, its sub-committees reportedly met only once in three months. In 2024, the Supreme Court also criticised the Commission for failing to identify the definite causes behind worsening air quality and for not presenting durable, long-term solutions.

These observations do not merely evaluate the performance of one institution.

They reveal a broader lesson about governance itself.

Institutions do not become effective simply because they are created.

They become effective when they possess clear authority, sustained coordination, reliable data and the administrative capacity to influence behaviour across multiple governments.

Without these conditions, even well-designed institutions risk becoming reactive watchdogs rather than engines of long-term transformation.


From Political Governance to Atmospheric Governance

The solution, therefore, is not simply stronger enforcement.

It is a different way of governing.

The challenge is not that governments lack institutions.

It is that those institutions continue to govern according to political boundaries while pollution behaves according to atmospheric systems.

For decades, environmental governance has been organised around administrative convenience.

Cities prepare city action plans.

States implement state programmes.

Departments pursue department-specific targets.

The atmosphere follows none of these administrative arrangements.

It functions as one interconnected system.

Governance, therefore, must begin to reflect that scientific reality.

An airshed-based approach does not eliminate the role of cities or states. Instead, it treats them as parts of a larger environmental system that requires coordinated planning across jurisdictions. Emission inventories, transport policy, industrial regulation, agricultural practices and meteorological forecasting must increasingly be viewed as components of a single regional strategy rather than isolated administrative responsibilities. The dossier argues that only stronger policies involving stakeholders across states—and even across national borders where necessary—can create the “meteorological mindset” needed to govern a shared airshed.

This represents a fundamental shift in environmental governance—from governing political jurisdictions to developing what experts describe as a “meteorological mindset”, where institutions are designed around the way the atmosphere actually behaves.

The unit of administration may remain the state.

But the airshed must become the primary unit of environmental governance.


The Real Lesson

Delhi’s air pollution is often portrayed as a failure of one city or one government.

In reality, it reveals a much deeper challenge confronting modern governance.

Governments are organised around political territories because laws, elections and public administration require clearly defined jurisdictions.

Nature recognises no such boundaries.

The atmosphere connects regions that political maps divide.

As long as environmental governance remains confined within administrative borders while pollution continues to move through shared atmospheric systems, every winter will bring another cycle of emergency restrictions, temporary relief and renewed crisis.

The question, therefore, is no longer whether Delhi can clean its own air.

The more important question is whether India’s institutions are prepared to govern the atmosphere according to the way it actually behaves.

Delhi’s pollution is therefore not simply an environmental failure.

It is a reminder that many of the defining challenges of the twenty-first century—air pollution, rivers, climate change and biodiversity—no longer obey political boundaries.

Governments have become increasingly effective at governing territories.

The next challenge is designing institutions capable of governing natural systems—and that is not merely an environmental challenge. It is increasingly a constitutional one, because fragmented governance undermines the State’s ability to fulfil the right to clean air under Article 21.
